Among the mandate and functions of the Presidential Task Force on Mindanao River Basin Rehabilitation and Development (PTFMRBRD) are: to coordinate the formulation and implementation of the MRB Long-Term Development Plan; to integrate flood control efforts in the areas of ARMM and Region XII that were affected by Typhoons Frank and Cosme; and to identify and package the rehabilitation and long-term interventions for the MRB affected areas.
But proper and adequate understanding of the role and responsibilities of the PTFMRBRD would have to go beyond the letter of Executive Order No. 753-A.
Such understanding is concerned with the dreams of people whose lives and future depend so much on the Mindanao River Basin. Peoples’ dreams of the future constitute a vision.
If I were to articulate a personal vision of the Mindanao River Basin, it would include the following major dimensions:
I dream of a Mindanao River Basin that is substantially restored to its once pristine condition as a sustainer of primordial life, the life support of peoples and other living creatures in and around the River Basin;
I dream of a River Basin that will maintain its role of providing ecological balance that is absolutely necessary for the integral development of people;
I dream of a River Basin whose natural riches and benefits are shared in responsible freedom and justice by various peoples and cultures without discrimination;
I dream of a River Basin that is developed without irresponsible exploitation to generate livelihood, energy, irrigation water and other purposes necessary for people, especially the poor;
I dream of a River Basin that is an expression of the unity and solidarity of peoples responsibly taking care of it, not destroying but preserving and promoting its sources and its support systems, its forests and tributaries;
I dream of a River Basin that is not the result of human greed but truly the marvelous handiwork of God, a River Basin that is at the service of authentic human development;
I dream of a River Basin that is a safe refuge for all living creatures, peoples, fauna and flora – living creatures great and small – a zone of peace for everyone.
Towards such a vision the PTFMRBRD strives together with other government agencies, religious groups, civil society – with peoples of different cultures and religions. To achieve that vision is in the final analysis the work of the Almighty Creator, with us as His active collaborators.
